2015-16: Sponsored H.296 (BAD): This bill attempts to repeal the protections provided to Vermont sport shooting ranges by the Range Protection Act of 2006!

Subject: Conservation and development; municipal government; sport shooting ranges
Statement of purpose of bill as introduced: This bill proposes to amend provisions related to the operation of sport shooting ranges.
1. The bill would repeal the limitation that only an owner of property abutting a sport shooting range may bring a nuisance claim against the range (so ANYONE, ANYWHERE can bring claims!).
2. The bill would establish authorized hours of operation for sport shooting ranges in the State.
3. The bill would repeal the prohibition on municipal regulation of firearms discharge at an existing sport shooting range.

2015-16: Sponsored H.460 (BAD): An act relating to PROHIBITING the use of LEAD AMMUNITION for the taking of wildlife
Subject: Fish and wildlife; hunting; ammunition; prohibition of lead
Statement of purpose of bill as introduced: This bill proposes to prohibit the use of lead ammunition during the taking of wildlife.

2013-14: Sponsored H.0124 (BAD): (MAGAZINE BAN) Prohibit the manufacture, possession, or transfer of large capacity ammunition feeding devices (making existing owners felons because magazines do not have date stamps on them).
Once the original owner dies, the firearm must be turned over to the autorities or the new owner will be in possession of an illegal firearm, and now a felon.
Mandating "safety" courses for ALL persons who carry concealed (precursor to full licensing, as only "approved" persons can carry concealed, any other person is a criminal).
Labeling citizens as "approved" to carry is in DIRECT VIOLATION of Article 16 of the Vermont Consitution.
There is NO restriction on "who" can carry firearms in Vermont.
Vermont is the ORIGINAL "Constitutional Carry" State, and it has served us well for over 200 years!

2013-14: Sponsored H.0125 (BAD): Creates a state-run facility to store confiscated firearms before destruction, creates a privately run safety training program (to fulfill the licensing of persons carrying firearms in H.124), allows the private center for Officer and State officials to be used as an indoor firing range.

2013-14: Sponsored H.0243 (BAD): Bill makes it a crime for a "person" (not necessarily the gun OWNER) to negligently leave a firearm accessible to a child.
All penalties are felonies, barring said person from possession of firearms as long as they live.

2014/15: Ethan Allen Institute:
New Gun Control Regulations on Felons, Mentally Ill (S. 141) Passed 80-62, April 17, 2015. Those voting YES would make it a state crime for many convicted felons to possess firearms (already a crime under federal law). The bill also required the state report to the National Instant Criminal Background Check System any time someone has been found by a court to be mentally ill and a danger to himself or others. Those voting NO believed this is a “solution in search of a problem.” DEEN – YES
OVER $800,000 INCREASE IN MISCELANEOUS FEES (H.735). Passed 87-48, May 9, 2014. The “Fee Bill” sets the fees for business and professional licensing and a number of state services. This year’s bill was made controversial by a provision requiring $200 fee for storage of firearms confiscated by law enforcement following domestic disturbances. Those voting YES on H.735 supported over $800,000 in fee increases. DEEN – YESNOTE: H.735 was MUCH MORE than a "fee" increase, it was an ENTIRELY NEW process for the unconstitutional search and seizure of firearms and the charging of outrageous fees for the storage and return of said "weapons" once found innocent, or the protection order ends. It amounts to nothing more than a CONFISCATION BILL.

Proposed H.124 (firearms regulation - illegal under the Vermont Constitution):
1.) Ban on magazines with the capacity for more than 10 rounds (would outlaw almost all semi-auto PISTOLS as well)
2.) Require NIC check at gun shows (already being done voluntarily)
3.) Allow Vermont officers to enforce Federal law.
4.) Require registration and training for 'concealed carry'.
5.) Require all mental health professionals to report to NIC.
6.) Repeal prohibition on sale or use of silencers (threw us a bone on that one).
