Statement of purpose of bill as introduced: This bill proposes to require that a criminal background check be conducted on the proposed purchaser before a firearm may be sold unless the sale is between immediate family members, by or to a law enforcement agency, or by or to a law enforcement officer or member of the U.S. Armed Forces acting within the course of his or her official duties.

2013-14: Sponsored H.0124 (BAD): (MAGAZINE BAN) Prohibit the manufacture, possession, or transfer of large capacity ammunition feeding devices (making existing owners felons because magazines do not have date stamps on them).
Once the original owner dies, the firearm must be turned over to the autorities or the new owner will be in possession of an illegal firearm, and now a felon.
Mandating "safety" courses for ALL persons who carry concealed (precursor to full licensing, as only "approved" persons can carry concealed, any other person is a criminal).
Labeling citizens as "approved" to carry is in DIRECT VIOLATION of Article 16 of the Vermont Consitution.
There is NO restriction on "who" can carry firearms in Vermont.
Vermont is the ORIGINAL "Constitutional Carry" State, and it has served us well for over 200 years!

2013-14: Sponsored H.0243 (BAD): An act relating to negligent storage of a firearm
Bill makes it a crime for a "person" (not necessarily the gun OWNER) to negligently leave a firearm accessible to a child.
All penalties are felonies, barring said person from possession of firearms as long as they live.

Sponsored H.735 (BAD): This was the most contentious bill until S.55 in 2018.
This massive piece of gun control legislation was attached inside a 'fee' bill to slide it through Montpelier without anyone noticing.
Gun Owners of Vermont not only noticed, but fought it all the way to the end.

As of May 10, 2014 Act 191 is LAW.
Anyone ACCUSED of 'domestic violence' under a temporary Relief from Abuse Order (unadjudicated - Violation of Article 10), can now have the their house illegally searched without a warrant (violation of Article 11), ALL items that can be deemed 'weapons' (guns, ammunition, knives, baseball bats, bows, axes, etc) will be confiscated by Law Enforcement (violation again of Article 11) and held at the ACCUSED's repayment of fines when a permanent order is lifted.
By creating a new section of Criminal Law under Section 20 V.S.A., the accused then is required to PAY FEES TO THE STATE for the storage of said items when the court deems them to be returned, however, the fees levied are designed to outweigh the value of the firearms and ammo! This is a CONFISCATION BILL!
The law does not recognize a search warrant being needed, nor a court appearance.
This law violates the Vermont Constitution under the following: Article 9, Article 10, Article 11, Article 12, Article 16.

Proposed H.124 (firearms regulation - illegal under the Vermont Constitution):
1.) Ban on magazines with the capacity for more than 10 rounds (would outlaw almost all semi-auto PISTOLS as well)
2.) Require NIC check at gun shows (already being done voluntarily)
3.) Allow Vermont officers to enforce Federal law.
4.) Require registration and training for 'concealed carry'.
5.) Require all mental health professionals to report to NIC.
6.) Repeal prohibition on sale or use of silencers (threw us a bone on that one).
