Unfortunately, Scott believes the only way to act in Washington is to "compromise" going into the discussion!
Quotes from Milne during the VPR debate on Tuesday, September 23, 2014, such as; 'Gun rights are a non-issue in this campaign.' and, 'I’m not going to fight vigorously. I’m going to advocate that gun laws on the books are fine the way they are.'
The Burlington Charter Changes were soundly defeated in 2014 AND 2016.

2020: One can only assume that Milne's last-minute campaign entry is due to Meg Hanson's strong campaigning and Phil's desperation for another term.

11/2/16: On the topic of domestic gun regulations, Milne said he opposed any new federal regulations but added that he would act as a moderate voice of compromise on any proposed changes.
“I don’t know whether he’s in favor of a background check that applies to everybody, including people who might be on a no-fly list or have criminal warrants pending against them,” Leahy said. “Or how he might feel about, say, a magazine that could carry 40 or 50 rounds.”
“Sen. Leahy’s been there for 42 years, and he hasn’t done anything to fix those problems,” Milne retorted. “I think I’ll be much better at it than him.” Leahy has supported a number of gun bills, including the 1994 ban on assault-style weapons, which has expired.

6/21/2016: Leahy may not find a great deal of opposition to his position on gun rights from Republican rival Scott Milne. In an interview earlier Monday, the Pomfret travel agency president said that while he was opposed to new gun laws at the state level, he was open to them at the federal level.
"Vermont doesn't have a gun problem," he said. "But I think it's becoming more and more apparent that America has a gun problem."
Milne said he was willing to consider banning certain assault-style weapons and making federal background checks universal.
"I'm open to seriously looking at changes to gun laws at a federal level to help prevent things like wackos getting guns and killing a whole bunch of people," he said. "So if it's possible to do that and be compliant with the spirit of the Second Amendment, I think it is possible."
